Part IV: State Versus Feds — Two Different Systems Disclaimer: This account is based on my personal experience navigating both state and federal systems. Institutions vary by leadership, policy, and culture. 

THE STATE SYSTEM At Fox Lake Correctional Institution in Dodge County, Wisconsin, programming was structured and accessible. Professors from the local technical college taught courses inside the facility. 

Vocational training included masonry, HVAC, and culinary arts — skills that translate directly into employment. Rehabilitative programming was broad and consistent. Substance abuse treatment, anger management, sex offender treatment, counseling, and domestic violence classes were available. There was a visible framework aimed at development. The message was clear: programming existed, and you could access it.  

THE FEDERAL SYSTEM The federal system presented a far more restricted environment. Education was largely limited to GED classes. There were no college-level options available to me. Vocational training was scarce. The only substantial course I accessed was a personal trainer certification. It was marketed as a 12-week program but stretched to nine months because of repeated lockdowns. 

Access to legal research was also different. At Fox Lake, the law library allowed meaningful case law research. In the federal system, the library program felt outdated and difficult to navigate, creating additional barriers for anyone attempting to challenge their case. The limitations were not subtle. They were structural.

THE IMPACT Programming shapes outcomes. One system provided tools, structure, and opportunity for skill development. The other offered minimal advancement beyond basic requirements. These differences directly affect rehabilitation, preparedness for release, and access to justice. 

This is not theory. It is the lived difference between two systems operating under the same banner of corrections — yet producing very different realities.
